Maryland AG Releases Report Into Fatal Officer-Involved Barbershop Shooting

The Maryland Attorney General's Office has released its report on a deadly officer-involved barbershop shooting in Baltimore last year.

Shortly after 3 p.m. on Nov. 13, 2021, off-duty Baltimore Police Sgt. David Burch was getting a haircut at Bladi Style Barbershop on O’Donnell Street when Carlos David Ortega walked in and pulled out a handgun from his waistband.

The report determined that Ortega then shot Rafael Jeffers several times while Burch was sitting in Jeffers’ barber chair. After shooting him, Ortega ordered Burch to move and approached Jeffers with a gun still in his hand.

Burch then retrieved his off-duty firearm from a bag he was carrying and shot Ortega six times.

Both Jeffers and Ortega were transported to area hospitals, where they were later pronounced dead. Burch was uninjured.

The Attorney General’s Independent Investigations Division (IID) completed its investigation in July and forwarded it to the Baltimore City State’s Attorney’s Office, which announced late last month that they would not be prosecuting the case.

“The IID’s report contains detailed investigative findings and an analysis of relevant legal issues,” officials said. Because the Baltimore City State’s Attorney’s Office - not the IID - retains prosecution authority in this case, the report does not make any recommendations as to whether any individual should or should not be charged.”
